The two-storey stone house was built at the end of the 18th century. Originally, it included servants' rooms and a wine cellar on the ground floor, and the owners' quarters on the second floor. Soon the house grew on one floor and passed into the possession of Privy Counselor Mikhail Ustinov.

The building was designed by the talented architect Viktor Schreter: the facade was richly decorated in the Baroque style. The building looked like a mansion located on the street. Tchaikovsky, 10. The first thing that catches your eye is the interior: walls, ceiling, floor and staircase — almost everything is finished with wood.

Currently, the building houses the North-Western Directorate of Rostechnadzor.
