The house on Novinsky Boulevard was built in 1930 for employees of the People's Commissariat of Finance of the USSR, or Narkomfin for short. It was created as an experimental project designed to improve the living standards of workers and rebuild the Soviet person in a communist way. For this purpose, we created quite compact cell apartments designed to accommodate one, maximum two people. Residents were supposed to dine in the dining room, read books and communicate in the common library, and also walk around the gallery and sunbathe on the roof.

All these utopian ideas did not stand the test of everyday life in the early years. People tried to spend as much time as possible in their apartments, did not want to communicate with neighbors once again, and converted the free spaces into storage rooms. The situation deteriorated sharply after Stalin's repressions in the late 1930s: during the housing crisis, three-room apartments were disbanded into communal apartments, and the once white-red facade was covered with yellow paint.

For a long time, the building was in disrepair, although people continued to live inside, art spaces were opened and excursions were held. In 2017, the global restoration of the Narkomfin House began. In July 2020, the building was completely renovated: the progressive ideas of avant-garde architects were combined with modern ideas about comfortable housing. As a result of the restoration work, later extensions were removed, the historical layout, including public spaces, was restored, and the original color of the facades was returned.
