The huge guard with a height of three meters is cast in bronze and is dressed not in the uniform of a policeman adopted in Soviet times, but in the uniform of the current traffic police officer, which, according to the author of the sculpture Alexander Rozhnikov, is a clear evidence of the continuity of generations. Uncle Styopa is depicted at the moment when he rescues a bird that has fallen into a traffic light. The image of the character of a famous literary work was also chosen for a reason: a Soviet policeman is a symbol of justice and honesty.

Of course, there were supporters of exactly following the original, who criticized the monument: some noted that in the cartoon, the traffic light repaired by Uncle Styopa is suspended above the roadway, and not is in the hands of a policeman, as in a sculptural composition. The idea was put forward to put the traffic light on a column and correct the inaccuracy, but it was abandoned — Uncle Styopa, first of all, is a friend of children who do not care how the traffic light is installed.
